Northern California County to Pay $4 Million to Settle Shackling, Torture Suit

The case dates back to 2008 when a then-teen jump an 8-foot fence and found help at a nearby business.

Now the Sacramento County case is closing after reports of the county and an insurer coming to an agreement on the $4 million settlement last Thursday.

Details from the case include the county’s Child Protective Services receiving nine complaints over a 7-year span regarding the mistreatment of the boy.

Four others face prison time after being convicted of various felonies.
