Heather Ruiz Named New HR Director for Napa County

Napa County Human Resources Assistant Director Heather Ruiz was promoted to agency director Tuesday in a vote by the Napa County Board of Supervisors. She takes the helm from Acting Director Alice Hughey as of Jan of 2., 10 months after the county’s last director, Suzanne Mason, accepted the assistant city manager position in Palo Alto.

Ruiz has worked in the field of public agency human resources for more than 15 years. She previously served the County of San Mateo as well as the City of San Jose and joined Napa’s Human Resources Department in 2010.

“Heather’s transition into this role is great for Napa County as an employer,” said County Executive Officer Nancy Watt in a news release. “We strive to attract, recruit and retain a highly skilled and diverse workforce.”

Ruiz holds a bachelor’s degree in Psychology from UCLA and a master’s in Public Administration from Cal State Hayward.
